It would be very hard to believe that a particular breed of dog poses a threat and completely disregard the fact that this is true to anything that has canine teeth.
People who believe that how violent a pet is depends on their breed may have some truth in what they say. If a dog was meant, designed and eventually evolved to do something they will turn out to be those things. But since they are animals and function more on instinct than anything else, it is understandable why they would react in certain situations.
Sure the law is a method to prevent accidents from happening, but it is rather inefficient. People can still get mauled and bitten if they are not careful, or if they engage in actions that may threaten the creature. This extends to any animal even cats, who seem small and fragile.
